Supporting a national review of maternity services

The National Maternity Review, commissioned by NHS England, was a landmark examination of maternity services, touching every community in England and addressing issues of deep public, professional and political sensitivity.

Luther Pendragon provided strategic communications support throughout the Review, managing all media relations and advising on engagement with government, patient groups, royal colleges and charities. We designed and delivered a unique national consultation programme, combining local roadshows with digital and social engagement to build trust, surface insight and mobilise advocates for change.

The approach enabled meaningful participation from patients and professionals nationwide, shaped public and stakeholder understanding of the Review’s findings, and supported the successful publication of the final report as a major national news moment, generating sustained coverage across regional, specialist and national media.

Community Pharmacy England

Funding the Frontline: Securing record investment for community pharmacy

Community Pharmacy England represents more than 11,000 community pharmacies in England – a critical frontline service delivering care to millions of patients every day and relieving pressure on the wider NHS.

Luther Pendragon partnered with CPE to secure urgent funding and long-term reform following the 2024 General Election, at a moment when pharmacy funding had fallen sharply despite rising demand. We helped build a compelling economic and public health case, mobilised cross-party parliamentary support, and aligned patient groups, health bodies and industry voices behind a clear call for action.

Following the Spending Review, community pharmacies were awarded an £800 million increase in core funding – the largest ever investment in the sector and the biggest uplift across the NHS – alongside a Government commitment to develop a more sustainable long-term funding model.
