In 2023, Luther Pendragon was appointed to lead communications for the independent external review into Lancashire Constabulary’s handling of the Nicola Bulley investigation. We analysed media coverage, social media activity and stakeholder engagement, drawing on interviews with journalists, communications teams and investigators to provide an evidence-based assessment.
We drafted the communications sections of the final report, aligned investigative and reputational findings, delivered sentiment analysis and managed press activity around publication, including the launch event in Preston. The review was delivered with clarity and authority, ensuring transparent communication during a period of significant public scrutiny.
The Low Carbon Contracts Company (LCCC) plays a central role in delivering the Government’s Net Zero objectives by managing contracts that support low-carbon electricity generation.
Luther Pendragon designed and delivered a comprehensive stakeholder research programme to strengthen understanding of LCCC’s role across the energy ecosystem. We engaged parliamentarians, officials, investors, generators and capacity providers to assess perceptions of LCCC’s activities and its interaction with Government.
The programme generated detailed insights into procurement, investor confidence and external engagement. Findings were presented to the LCCC Board as clear, actionable recommendations focused on improving communications and clarity. The research demonstrated strong stakeholder support, with 91% agreeing LCCC plays a key role in delivering Government policy. Recommendations are now being implemented through a Board-endorsed action plan to strengthen confidence and engagement.
