Simon Whale

Executive Chair

Simon has 25 years’ experience in communications and public affairs, and advises senior leaders, boards and executive teams on corporate reputation, messaging and engagement. He has a particular specialism in healthcare.

He has advised on and implemented communications campaigns for NHS England, the Department of Health & Social Care, Optical Express, the Royal Pharmaceutical Society, the Royal College of Midwives, and the Association of Optometrists.

In 2018, he was appointed a member of the three-person panel for the Independent Medicines and Medical Devices Safety Review, established by the Secretary of State for Health and Social Care. The Review’s landmark report, First Do No Harm, was published in 2020 and has led to major changes and improvement in patient safety. He leads the Secretariat of the All-Party Parliamentary Group on First Do No Harm, which is campaigning for the full implementation of the Review’s recommendations.

Simon leads Luther’s work for the Health and Care Professions Council, a large healthcare regulator. He also leads the team providing communications advice, stakeholder engagement and the press office for a major Independent Inquiry commissioned by the Secretary of State for Health & Social Care.
